In my opinion, it has become over-complicated. Effectively, we are trying to work with four parties; the player, West Ham, the company who own Carlos' economic rights and the Premier League in order to sort it out.
"The process is ongoing. The player will have a medical at some point this week, then we will take it from there.
"We still have to sort out the paperwork but we are confident that can be achieved in the course of the next week or so."

Manchester United's plan to give Carlos Tevez a medical on Wednesday has been derailed after West Ham refused to give permission for it to go ahead.
Tevez flew in to Manchester on Tuesday but West Ham released a statement saying: "No agreement has been reached in relation to Carlos Tevez."
Under Premier League rules, one club is not allowed to give a player a medical unless his current club agree.

The future of United target Carlos Tevez lies with FIFA as world football’s governing body will decide upon a solution to the ongoing saga surrounding the Argentina striker’s transfer from West Ham.
Tevez arrived in Manchester on Tuesday afternoon with the intention of undergoing a medical, but that was reportedly blocked by West Ham.
At a press conference in Seoul, the second stage of United’s tour of the Far East, Reds chief executive David Gill said he is confident that Tevez will “get his wish to join United”, but said the matter would be taken to FIFA.
"There have been a lot of discussions with the Premier League, West Ham and Maurice Watkins (United's lawyer) over the last few days," Gill said at a press conference. "Now, the player and West Ham will take the case to the FIFA dispute resolution chamber.
"We're very confident, as is the player, that the situation will be resolved in favour of Tevez," he added. "He will then be free to achieve his , and our, wish to join United.”
However, Gill knows patience is required as a conclusion to the already procrastinated negotiations are not necessarily immediately within sight. Crucially, however, Gill believes a resolution can be achieved through FIFA and that Tevez will be able to join up with the United squad for the new season.
“It may take a short period," he concluded, "but, based on what we've seen and the discussions we've had over the last few weeks, we're very confident this will be resolved and that Tevez will be a major of Sir Alex's squad this season.”

And Sir Alex Ferguson is hoping Manchester United are eventually given the green light to sign the Argentine as he has revealed he has no back-up plan.
Ferguson's efforts to lure Tevez to Old Trafford have ground to a halt amid a deluge of legal arguments over who owns the player's registration.

Sir Alex Ferguson is convinced Carlos Tevez and Wayne Rooney can prove to be the perfect striking partnership at Manchester United.
United’s pursuit of Tevez is now heading for the courtroom as the Argentina international’s representative Kia Joorabchian sets about trying to prove his move to West Ham was strictly a temporary affair.
Although Ferguson remains optimistic the case will eventually be resolved to his satisfaction, he can do nothing more than wait for a verdict and cross his fingers that it is delivered by the August 31 transfer deadline.
If Tevez is signed, the United boss believes he will have an array of attacking talent capable of striking fear into any defence. He has heard the words of the doubters, who claim Tevez and Rooney are too similar to appear in the same side. But, not only does he refuse to give them any credence, he feels, with Rooney deployed in a slightly more advanced role than he has occupied previously in his career, the pair can be devastating.
“I know people say both players like to drop behind a mean striker but if you look at the FA Cup final against Chelsea, Wayne played up front on his own and was absolutely fantastic,” Ferguson said. “That is where I see his future anyway and that is why I believe he can play in the same side as Carlos Tevez.”
Ferguson always felt Tevez could be a Premier League success but shied away from signing the 23-year-old 12 months ago because he was not sure about the precise nature of the transfer. Given the strife West Ham have found themselves in, the Scot’s judgement has been proved correct.
Feeling the complications had been smoothed out, Ferguson reignited his interest in Tevez towards the end of the season. And it was on the final day of the campaign at Old Trafford when the striker scored the brilliant goal that kept West Ham up, that United’s manager was finally convinced a partnership with Rooney would be a match made in heaven.
“On that final day, Carlos showed against us, as he had done against plenty of others before, that he can be a real threat when he is pushed a bit further forward,” Ferguson added. “He can beat a man, which is a major asset. That is the real advantage of having someone like him on board.
“Of course, Wayne can also drop in and give defenders a problem, so between the two of them I think they can become a real handful.”
Tevez’s eventual arrival is likely to come at the expense of Alan Smith, who is part of United’s Far East squad but is also mulling over a firm offer from Middlesbrough.
If Tevez is given the green light to complete his move to Old Trafford, Smith’s departure appears inevitable. It may also hasten the exit of Giuseppe Rossi, who impressed during a loan stint at Parma and is now also a man in demand.

Kia Joorabchian believes Carlos Tevez's move to Manchester United could go through next week if an out-of-court settlement can be reached.
The Argentina forward's protracted switch from West Ham had seemed unlikely to be completed before the start of the Premier League season after Joorabchian issued High Court proceedings against the London club in a bid to resolve the thorny issue of the player's ownership.
However, according to the Daily Star, an out-of-court settlement could be reached soon.
"There is a possibility it may get resolved next week," Joorabchian told the newspaper.

The Evening Chronicle says the player in question is believed to be at Manchester United and any potential move to the Stadium of Light is believed to hinge on whether Carlos Tevez's controversial move from West Ham to Old Trafford happens.

Fergie frustrated at Tevez delay
SIR Alex Ferguson has admitted his protracted pursuit of Carlos Tevez is proving “slightly frustrating”, but remains confident the player will arrive at Old Trafford.
United have agreed a deal to sign the Argentina striker but their efforts to conclude the transfer are being thwarted by the legal wrangle over who owns Tevez’s registration.
The 23-year-old’s advisor Kia Joorabchian has issued High Court proceedings against West Ham, who maintain Tevez is their player.
As it presently stands, three days have been set aside for the hearing, which is due to start on August 22.
The dates mean the matter could be resolved before the August 31 transfer deadline, although there has been speculation that a private settlement may be reached before then which would see Joorabchian pay West Ham a set fee in order to release Tevez from his contract.
Ferguson remains calm about the prospect of Tevez eventually arriving at Old Trafford. But the United boss accepts the current impasse suits no-one.
“I am not worried because I am confident the player will eventually arrive,” he said.
“But it has been dragging on and it has become a bit frustrating.
Decision
“At the moment it is going to the High Court. I am sure we will get a final decision on the matter there.
“But if something happens before that, it is something we would welcome.”
During United’s recent Far East tour, Ferguson did claim there was no ’Plan B’ should the Tevez deal fail to materialise as United anticipate.
However, on the eve of the Red Devils’ high-profile friendly with Inter Milan, Ferguson did admit he would have to consider an alternative strategy should Tevez not sign, especially as Alan Smith looks certain to depart before the end of next month.
“The deadline is coming up at the end of August, so we do have to think about alternative plans that way,” he said.
“I just want the matter settled, the sooner the better as far as everyone is concerned.
“I am sure even West Ham think that way. They have their own plans and they have done a lot of buying and selling, so they will want some kind of conclusion in terms of how their team is shaping up.”
